CBRN C2C

A BHS-developed technology platform designed to support CBRN security operations, situational awareness, coordination and response.

CBRN C2C

Command. Control. Coordinate. Respond.

A BHS-developed technology platform designed to support CBRN security operations, situational awareness, coordination and response.

The Challenge

CBRN response is a coordination problem as much as a technical one

Chemical, biological, radiological and nuclear incidents demand a coordinated response from organizations that do not routinely work in the same system.

  • CBRN incidents are rare, fast-moving and unforgiving of delay — decisions are made with incomplete information and under time pressure.
  • Detection, monitoring, response and medical capability usually sit with different organizations, each with its own systems and vocabulary.
  • Information arrives from many sources at once and rarely arrives in one place or in one format.
  • Coordination crosses jurisdictions, agencies and command levels, often while the hazard picture is still changing.
  • Preparedness work — planning, exercising and reviewing — is frequently disconnected from the tools used during a live response.

The BHS Approach

Build the operating picture first, then the tools around it

CBRN sits at the core of the BHS specialist capability. CBRN C2C is the technology expression of that work.

Operational first

Designed around how a response actually runs

The platform follows the way CBRN organizations work — preparedness, detection and alerting, assessment, coordinated response and post-incident review — rather than imposing a technology workflow on them.

One picture

A common operating picture for everyone involved

Information from the systems and teams in the response is brought into a shared view, so that command, responders and supporting agencies are working from the same understanding of the situation.

Open by design

Built to sit inside an existing architecture

CBRN C2C is designed to work alongside the detection, communication and command systems an organization already operates, integrated by BHS as part of a wider security architecture.

Core Capabilities

What the platform supports

Capability areas are described here at a high level. Functional detail is covered in a technical briefing.

Situational awareness

A consolidated view of the incident, the assets involved and the status of the response.

Incident management

Structured handling of an incident from first alert through to closure and review.

Coordination

Shared tasking and information flow across teams, agencies and command levels.

Decision support

Plans, procedures and reference information surfaced in the context of the incident.

Alerting & notification

Controlled notification of the people and organizations that need to act or be informed.

Resource management

Visibility of the teams, equipment and capability available to the response.

Preparedness & exercises

The same environment used for planning, drills and exercises as for live operations.

Records & review

A durable record of what was known, decided and done, supporting after-action review.

Operational Architecture

Four conceptual layers

The architecture is described here in concept only — how information moves from inputs to a shared picture, and from that picture to a coordinated response.

  1. 01Sensing & data inputsInformation from detection, monitoring, field reporting and connected systems enters the platform.
  2. 02Common operating pictureThose inputs are consolidated into a single, shared view of the situation.
  3. 03Coordination & decision supportCommand and participating organizations work from that picture, supported by plans and procedures.
  4. 04Response managementTasking, notification, resource status and the incident record are managed through to closure.

BHS does not publish system specifications, protocols, interfaces, component choices or deployment topologies for CBRN C2C. Technical detail is shared with qualified organizations under a confidentiality agreement.

Users

Who the platform is built for

Organizations with a CBRN preparedness, coordination or response responsibility — and the command functions that support them.

  • CBRN response organizations
  • Emergency management authorities
  • Civil defence organizations
  • Fire & rescue services
  • Police & security agencies
  • Defence and para-military organizations
  • Public health & medical response
  • Critical infrastructure operators
  • Industrial & chemical facilities
  • Nuclear and radiological facilities
  • Command & control centres
  • Mass-gathering and major-event operations

Deployment, Integration & Security

Fitted to the environment it has to work in

Deployment

Configured around the operating environment

Deployment is planned with each organization: the command environments it covers, the teams that use it, the sites or jurisdictions in scope and the hosting arrangements appropriate to the information involved. Configuration and commissioning are handled as part of the engagement.

Integration

Works with what is already in place

CBRN C2C is designed to operate alongside existing detection and monitoring equipment, communications, command-centre systems and information systems. What can be integrated, and how, is established during assessment and delivered through BHS systems integration.

Security

Security treated as a design requirement

The platform is built on the assumption that it handles sensitive operational information: access is controlled and role-based, actions are accountable and auditable, and information handling follows the classification rules of the operating organization. Specific security controls are reviewed with the organization rather than published.

BHS Technology & IP

Developed, owned and supported by BHS

CBRN C2C is BHS-developed technology. The research, engineering and product work behind it, and the intellectual property in it, belong to Bharat Homeland Security and are held in India.

That ownership is what allows the platform to be adapted to an operational requirement rather than fitted around a fixed third-party product, and it keeps development and support with the organization that built it.

Naming

About the name

CBRN C2C is used as the product name. BHS does not publish an expansion of the acronym; the full form will be confirmed before it is used in product copy.
