Respected Dr. J. M. Vyas Sir,

It is with immense respect and a sense of long-anticipated purpose that I write to you today. My name is Hriday Raval, and I am writing to you as the Director-General of Bharat Homeland Security.

I have a distinct connection to the National Forensic Sciences University, as I was admitted to the very first batch of the Homeland Security course, where it was then known as GFSU. Even in those early days, the vision and direction you provided were incredibly impactful. I recall that the initial structure might not have been as effective as envisioned, but your foresight and understanding of the critical need for homeland security education resonated deeply with me. It is no exaggeration to say that I have studied and envisioned the landscape of homeland security through your eyes, inspired by the foundational knowledge and perspective you imparted. Furthermore, I have been working as an unofficially appointed ambassador for the homeland security course for NFSU (GFSU) for a decade, given my extensive work with international organizations and agencies worldwide, where my submissions are recognised globally and their applications are widespread. It is crucial to understand that human security is paramount for the well-being of all of India — and I, Hriday Raval, an individual from India, have been deeply involved in this domain.

Now, a decade later, having dedicated myself to understanding and contributing to various facets of security, I feel prepared and compelled to propose a collaboration for the establishment of a Centre of Excellence on Homeland Security at the National Forensic Sciences University.

Over the past ten years, my professional journey has encompassed diverse fields crucial to homeland security, including cybersecurity, digital forensics, human trafficking, geopolitics, media, academics, and business. This multifaceted experience has provided me with a comprehensive understanding of the complexities and interconnectedness of this domain. I have dedicated myself to this pursuit, and today, I present Bharat Homeland Security (BHS) to you, born from this dedication and vision.

Given the expansive nature of homeland security, which inherently involves almost all government and societal departments, a focused Centre of Excellence is crucial. In my own work, I have had the privilege of contributing to several significant cases, including those involving international human trafficking, where my efforts have been instrumental. Furthermore, I have established strong working relationships with top-level directors within key US agencies, including the U.S. Department of State, the U.S. Department of Defense, and the U.S. Department of Justice, alongside my connections within the Indian government.

My expertise extends to tracking critical areas such as cybersecurity, digital forensics, AI/ML, and geopolitics. My analyses and insights have been published in leading newspapers in the US and in the esteemed IIM Journal. Beyond my direct involvement in security matters, I have also demonstrated my capacity to build and scale impactful organizations. I established the multi-million dollar brands BHARAT FM, BHARAT TV and BHARAT NEWS, which operate successfully in the United States with a running radio station, OTT and two world records. We are also in the process of launching a national TV channel soon. Furthermore, my work with Eyes Open International, beyond the significant solved human trafficking case, is now being adapted into a Bollywood film.

While the concept of a dedicated Homeland Security department may be relatively new in India, its importance cannot be overstated. Beyond the crucial task of building its operational framework, public awareness and effective marketing and media strategies are vital for its success. This is an area where I believe my experience can be particularly valuable. Moreover, my established connections with homeland security departments and various agencies in the US and internationally can significantly facilitate collaborations and knowledge sharing.

Sir, you instilled in us a vision a decade ago when you steered the Homeland Security course at GFSU (NFSU). Since then, I have been preparing for this moment, driven by the belief that India would inevitably establish a dedicated homeland security apparatus. Today, I believe that time is approaching, and I implore you to trust me in this vision and engage me in bringing it to fruition through this Centre of Excellence.

Please trust my capabilities and allow me to be a supportive force in every aspect of this endeavor, from sourcing manpower and technology to fostering crucial collaborations and ensuring the successful execution of our shared goals. I am confident in my ability to contribute significantly to this vital initiative.

The request to NFSU

Finalise the Memorandum of Understanding, approve infrastructure-sharing agreements for Phase I, and jointly submit this proposal to the Ministry of Home Affairs for national endorsement.
